He was moving prisoners out because they don't deserve to be exploded either, most of them.
The joker is a little bit different every time you see him. His past isn't even certain. They apparently change his history every now and then and the Joker apparently prefers his past to be "multiple choice". Also, he's funny!
He did do a few gags in this movie, like the fake grenade at the start, but they kinda went without the joy buzzers and even the joker venom because, well, they were going for something a person in his situation might actually be able to do. I doubt he'd be capable of chemistry or really inventive mechanics.
