I accepted the rough voice as "inexperience" in the first movie (for the character). If he hasn't improved it in this one, now it'll just seem like bad acting. The cartoon had the best "serious voice" for Batman when he interrogated someone. It had a cool detached nature to it that seemed pretty scary.
It is unfortunate that the guy playing this new Joker is dead, as it means they can't bring the Joker back (at least not easily) in future movies.
