Nintendo's missing GC list is quite short -- Giftpia, Kururin Squash, Nintendo Puzzle Collection, Doshin the Giant (released in Europe and mediocre too), and only a couple of other lesser releases (Donkey Konga 1-3 with different music is one other one), but the GBA list is long... those are just the ones I know. There are more Nintendo-published games we know less about, including a lot of Famicom Mini ports of games never released here and various other titles...
The Starfi games are cute sidescrolling platformers... they do have story text so there would be translation required, but still, it's such an obvious sell... Kururin too, and that has even less text to translate. At least with FE and Earthbound they have the "all that translation would be costly and we don't think it'd make back the money" excuse... I guess for the others it's just "we think it wouldn't sell well enough" or "meh, they'll never notice we didn't releas it, who cares"... I don't get it sometimes, some of those would sell for sure...
