Some are, some aren't... Bomberman's there, for instance... and Castlevania Kirby... Bub (of Bubble Bobble and Bust-A-Move), Arthur (I think), Gradius' Vic Viper... plenty of others. You're right that Sonic and Mario aren't there, but many other well-known characters are. Perhaps they were trying to highlight other characters though, and not just the top ones... for instance Goemon's not their, but top secondary character Ebisumaru is.
