There shouldn't be a thing called "cannabis culture". People who's only connection is smoking something have no real connection.

The word "culture" has been watered down and used to replace "subculture" in the past decade or so. I would say the concept of gay culture is more legitimate than cannabis culture, though. Sexual identity is a much more significant trait than wanting to occasionally get high and watch B-movies.
Potheads who think about nothing but getting high and getting pot legalized can certainly be boring conversionalists, but most people who smoke pot are well-rounded enough to have other interests. It's no different than any other hobby/subject of interest. You can observe some of the same behavior from hardcore gamers or sports fanatics.

Gay culture is certainly more developed, and has at its heart a more powerful trait, but anything which brings people together into a group is culture. It is, in fact, the essence of culture. It's not up to us to determine which of them are valid and which are not.
What is most important is that Toven does not smoke but I would pay money to see what would happen if he did.

Could you rightfully call that a culture in the same way you could as tribes in Uganda? In the same way you could the way of life observed in Toyko, Paris, or Brazil? Culture is more expansive than one or two traits that link people together. Not that designating "this is a culture, this isn't" takes away the strong principles behind advocating for gay equality and common sense drug policy.

The "culture" of a place like London consists of countless smaller elements, many of which are subcultures which extend beyond the aegis of London culture. And, a lot of those exist, nominally, on the basis of a small number of shared traits. You can't point to one element and say "this is London culture". What is "American" culture? At its heart, we're all part of it because we all live here. American culture is whatever we are. A lot of what makes up "American" culture has nothing to do with anything specifically American.
