The 37's is a cheesy episode for sure
Voyager fell low enough in the ratings that they were pressured by the studio into making the changes they did in season 4, The success of the Borg arc saved the show and won back viewership. That being said, I would recommend skipping over purchasing the first 2 seasons, The show did not have any memorable episodes until season 3. SFdebris episode guide

Voyager is the best Star Trek series ever. I just love the show... :)
Oh, and I like the first few seasons too, from what I remember. It was too bad when they got rid of Kes... sure, Seven was good too, but it's too bad they got rid of someone to make room for her.

Apparently it was Garret Wang( Harry Kim) who was originally supposed to leave, Remember how he got all covered in species 8472 crap and almost died? They dumped Kes instead simply because Garret Wang got featured in People's magazine 100 most beautiful people
 To bad it wasn't Neelix....
