That's Sonic the Hedgehog Genesis for the GBA, and it seems to be a bad port, sadly... :(

Zelda: 96% Gamerankings average, 11 reviews so far... 10 9/10 or better, and then Gamespot. (though the fact that it created a 19-page thread (that only stopped because it was locked) on NeoGAF almost makes up for the score... :D)
