Specifically, the User CP button is on the main forum listing -- where you select a subforum to go to. Click there then click on "Edit Avatar". There you can upload an avatar or set the URL to display. Note the image size and file size limits.

Some forums don't allow you to upload your own avatar to their servers so you need to use a free image hosting site to host it on and then link that, but TC does allow it, which is nice... :)
