I dunno, it's been quite a long time since we've had a good old fashioned debate around here so maybe this could be a good topic...
Vladimir Tepes "Vlad the Implaer"-Had his own people killed in the most worse and gruesome ways possible...often while eating his own meals too.
Joseph Stalin "Man of Steel"-Communist leader, had about 10-20 million of his own people killed.
Adolf Hitler "Wolf"-History's bastard child, killed about 11 million of his own people (plus the tens of millions of allied forces around the world)

Wrong. Stalin, actually, killed more people than Hitler... sorry, but its true. Now as for which is worse, that's harder, since each had a different kind of evil... Hitler tried to kill specific groups in his country and lots of people in the rest of the world while Stalin just killed lots of his own people. I don't know... maybe Stalin, because he killed more people. But Hitler's just as bad my most any measure... uh, how about a tie? :)

Both of them? I don't know, Hitler started the war... but Stalin was responsible too because of how he, just before the war, gutted (see: executed) most of his armies' officer corps and refused to let them be ready for invasion, making it hard...
And before that he'd spent the better part of the last two decades 'purging' everyone who represented any kind of a threat to him.

I really think Stalin and Hitler are interchangably evil. Stalin killed more, but had more time to do it.
My own personal opinion would be Elizabeth, Countess Bathory, who killed roughly seven hundred people, almost all of them young girls, with her own hands. She was a sadist and often killed purely for fun, as well as several satanic rituals. I consider her more evil than Stalin or Hitler because she did it for no reason other than her own personal pleasure.

I'd have to say Vlad, because he eventually made some demonic pact and became an evil entity that ressurects itself time and time again, killing many and desiring only suffering. It's fortunate that the Belmont line exists to keep him in order. Though, a few of those Belmonts aren't exactly the best warriors...

Osama bin Laden "The America Hater"-Responsible for the events of 9/11, the bombing of the USS Cole, and the American embassy bombings in Kenya.
Not exactly the top of the list for the entire history of the world, but he's probably number 1 in the last 30-40 years.

Oh, and GR. Thousands of innocenents... that is a fact, and a low approximation. Thousands of blameless Iraqi citizens have died so far in this farce of a war against terror... they are called "collateral damage" in military-speak, but there were many of them. Fewer than in other wars before of this scale? Yes. But there still were thousands. And that's not counting the half million Iraqi children that died between Gulf War I and Gulf War II because of lack of medical supplies... that blockade was in many ways a good idea, but on the people of Iraq it was tantamount of murder.

George Bush II has killed just as many, or more, innocents than bin Laden has. But I guess when the ball is in your end of the court then those innocent deaths are 'collateral damage'. When it's on the other end it's a 'major act of terror'. Hmm. And I dunno, whenever the talk of WWII or Hitler or Stalin comes up it's mostly Hitler is the most evil person in the world, he's gotta be stopped, and Stalin, well he's just as bad as Hitler but his army won us WWII so we'll just slide those 20 million Soviet deaths under the table.

But Bin Laden meant to kill those people, while Bush didn't. He just didn't care if they got in the way when he tried to accomplish his goals...
And yeah, Stalin's evil definitely is underrated. Hitler... incredibly evil man, started the most destructive war in history, killed more people faster than anyone else... but Stalin was just as bad. Oh, sure, you can ignore Stalin while you look at those images of concentration camps we liberated... but Gulags were pretty much the same. The only difference is, Stalin's evil was hidden... the USSR was a well sealed state and he did his best to keep the rest of the world from really knowing what was going on, not that they could have done anything anyway. But people would always choose the obvious evil over the more cloaked one...

How about richard the lion hearted he masacred alot of arab woman and children during the cruisade by his order and also his men did alot of raping and murders by themselves, PLus the persecution and opression of the scottish and whelsh. How about the queen of spain who had Jews and muslimes and other groups burned at the stake for not coverting to Catholicism.
Then there is also the romans specificly the evil emperor Nero who had christians eaten by animals and burned to death as well soley for the amusement of others in the coliseum.Not counting the thousands more he slaughterd in wars and murder.
