That's what the very second review I read said on Steam...
"Great for young kids. 4.5 year old onwards probably. Fun enough for parents too. Getting close to 100% seems simple enough but some final things are really tough, like the flying levels."

What happens at 4 years and 6 months for kids to start lusting for blood? I guess it's a good age because it's past the terrible twos and potty training. Otherwise, can you imagine the carnage those little fuckers would leave in their wake after a couple rounds of gang wars? And they're not quite yet in kindergarden, so it's a fine time to get a head start in learning how to deal with bullies (cap-gun-whip them in the face and make a getaway on their tricycle).

Actually, didn't Rockstar already release a bully game? Maybe that's due for an update and GTA can hold the little gremlins over.
