In the 1850s, in the US Senate hall, congressman relative of a pro-slavery Senator once beat an anti-slavery senator senseless with his cane... but we haven't done anything like that in a long time. That's a good thing, I would say. :)
That naval base issue is an important one though, and extremely contentious in Ukraine and to some extent in Europe as a whole...
