Not really, this guy figured out a way to use the Wii without the Sensor Bar, although it wouldn't be good for too much more than a stopgap measure.

In any case, it's interesting.
The Wiimote has a camera in it that picks up infrared lights broadcast by the "Sensor" Bar. So, all you'd need is two small lights on top of your TV for it to work.
Theoretically, yes.
Two within the wavelength the sensor can detect at least.
