I love those things. I like to give people a bad rating when they piss me off. :D
It's some little function that has no real application.
I've seen some vBulletins (like Nintendorks) where thread ratings are actually used... there are stars by the names of threads on the main page, based on the average of the ratings of people who have rated the thread. No use except to show how much you like the thread... kinda...
As for Reputation I don't know.
